Filing Your IRS Tax Declaration in Portugal

Every tax resident in Portugal must file an annual IRS (Imposto sobre o Rendimento das Pessoas Singulares) declaration, even if most income is earned abroad. The filing period is April 1 to June 30 for the previous tax year. Filing online through Portal das Financas is mandatory.

Verify your e-Fatura invoices

Before filing, check e-Fatura (faturas.portaldasfinancas.gov.pt) to ensure all your receipts from the previous year are correctly categorized. Deadline for validating invoices is usually late February. Correctly categorized invoices maximize your deductions.

Gather foreign income documentation

If you have income from abroad: employment income, pensions, rental income, dividends, capital gains. Have the amounts and taxes paid abroad ready. You'll need these for the double taxation relief (Anexo J).

Access Portal das Financas and start the declaration

Log in with your NIF and Chave Movel Digital. Go to 'Entregar Declaracao' > 'IRS'. The system pre-fills much of the declaration from your employer's reports and e-Fatura data.

Complete the relevant annexes

Anexo A: Portuguese employment income. Anexo B: Self-employment (Recibos Verdes). Anexo H: Deductions and benefits. Anexo J: Foreign income. Anexo G: Capital gains. Most expats need at least Anexo A or J, plus H.

Submit and wait for assessment

After submitting, Financas processes your declaration and issues a nota de liquidacao showing tax due or refund. Refunds typically arrive within 1-3 months of filing. If you owe tax, payment is due by August 31.

Watch out

  • Late filing incurs fines starting at 150 EUR and increasing with delay
  • Foreign income must be declared even under NHR — the exemption doesn't mean you skip reporting
  • If married/in a civil partnership, you can file jointly or separately — run both scenarios to see which saves more
  • Keep all foreign tax certificates (proof of tax paid abroad) for double taxation credit claims
