Getting a Pet in Portugal

Portugal requires all dogs and cats to be registered, microchipped, and vaccinated. Whether adopting, buying, or bringing a pet from abroad, there are specific legal requirements to follow.

Adopt or buy

Adoption: contact local associations (Animalife, SOS Animal, municipal kennels). Buying: use licensed breeders only. Portugal has strong animal welfare laws — unlicensed breeding is illegal.

Microchip your pet

Mandatory for all dogs and cats. Done by a veterinarian. The chip number is linked to your identification in the SIAC database.

Register in SIAC

SIAC (Sistema de Informacao de Animais de Companhia) is the national pet database. Your vet registers the pet after microchipping. You'll need your NIF.

Vaccinate

Dogs: rabies vaccine is mandatory, plus recommended vaccines (DHPPL). Cats: rabies recommended. Your vet will provide a pet passport (passaporte para animais de companhia) recording all vaccinations.

License your dog (if applicable)

Dogs must be licensed at the Junta de Freguesia annually. Cost: varies by municipality (typically 5-20 EUR). Required for dogs over 3 months old.

Get pet insurance (optional)

Civil liability insurance is mandatory for dangerous breeds. Optional but recommended for others. Fidelidade, Allianz, and others offer pet policies.

Watch out

  • Certain breeds are classified as 'potentially dangerous' and require special licensing, insurance, and handling rules
  • If bringing a pet from outside the EU, there's a mandatory rabies titer test and waiting period
  • Apartments: check your rental contract or condominium rules — some prohibit pets
