Importing a Car to Portugal

Importing a car to Portugal involves customs clearance (for non-EU), ISV vehicle tax, technical inspection, and Portuguese registration. The process differs significantly depending on whether the car comes from within the EU or outside.

Check if you qualify for ISV exemption

New residents moving to Portugal can import one vehicle tax-free if: you've owned it for 12+ months, it was registered in your name abroad, and you apply within 12 months of establishing residence. This exemption is called 'Isencao de ISV por mudanca de residencia'.

Documents needed

  • Proof of ownership for 12+ months
  • Foreign registration certificate
  • Proof of Portuguese residence (NIF, rental contract)
  • Certificate of residence from previous country

Get a DAV (Declaracao Aduaneira de Veiculo)

Submit the DAV at your local customs office (Alfandega) or online. This declares the vehicle for import.

Pay ISV (if not exempt)

ISV (Imposto sobre Veiculos) is calculated based on engine size and CO2 emissions. Can be significant — use the AT simulator to estimate. Paid at the customs office.

Get IPO technical inspection

The car must pass a Portuguese IPO inspection. Some modifications may be needed (headlight alignment, etc). Book at an approved center.

Register the vehicle at IMT

After customs clearance and IPO, register at the Conservatoria or IMT office. You'll receive a Portuguese DUA and can then get Portuguese plates.

  • DAV clearance document
  • IPO approval
  • Insurance certificate
  • ID + NIF

Get Portuguese plates

Order new plates from any authorised plate maker. The new registration number is on your DUA.

Pay IUC

Annual vehicle tax — due within 30 days of registration, then annually.

Watch out

  • The 12-month exemption deadline is strict — start the process immediately after arriving
  • Non-EU imports also require customs duties on top of ISV
  • Right-hand drive cars are legal but may need headlight modifications
