Importing Personal Belongings to Portugal
New residents in Portugal can import personal belongings tax-free within the first 12 months of establishing residence. This includes furniture, electronics, clothes, books, and even a vehicle. The exemption is called 'Isencao de direitos na importacao de bens pessoais por transferencia de residencia'.
Apply for the customs exemption
Before your belongings arrive, apply at your local Alfandega (customs office) or online through the customs portal. You must prove you're transferring your residence to Portugal.
Documents needed
- Passport
- NIF
- Proof of Portuguese residence (rental contract, utility bills)
- Certificate of residence from previous country
- Inventory list of items being imported
Prepare a detailed inventory
List every item being shipped with descriptions and approximate values. The list doesn't need to be professionally appraised but should be comprehensive. Items must have been owned and used for at least 6 months.
Ship your belongings
Use a licensed international moving company. They handle the shipping documentation, bill of lading, and coordinate with Portuguese customs. Get quotes from at least 3 companies. Full container (FCL) costs 2,000-8,000 EUR depending on origin; shared container (LCL) is cheaper for smaller loads.
Clear customs
Your moving company handles most of this. You may need to be present or authorize someone (procuracao) to act on your behalf. Customs may inspect the shipment. Once cleared, delivery to your Portuguese address is arranged.
Keep records
Keep all customs clearance documents for at least 5 years. If you sell imported items within 12 months, you may owe the customs duties you were exempted from.
Watch out
- ●The 12-month deadline from establishing residence is strict — start the process early
- ●Items must have been owned for 6+ months. New purchases don't qualify
- ●Restricted items (weapons, certain foods, plants) have separate rules regardless of the exemption
- ●If shipping from outside the EU, the process is more complex and may involve additional inspections
